The purpose of the new products evaluation program is to provide a well-defined and organized system within the Department to handle requests of new products developed for use in road and bridge construction or maintenance from various sources for consideration. The Department will evaluate only those new products which have the potential to fulfill a real need, economically provide a satisfactory level of service, and are not covered by existing specifications (e.g., reflective sheeting, asphalt release agents, and inlet filters). It is the burden of the vendor to demonstrate that a need for a new product exists and that its product has a good potential for satisfying this need. Vendor proposals that attempt to place the responsibility with the Department for developing the application for a product being offered will not be considered. Furthermore, the Department will consider for evaluation only those products which have been adequately developed, screened, and tested by the manufacturers.
Before submitting a new product form, visit the SCDOT website (http://info2.scdot.org/Materials/Pages/QualifiedProd.aspx) to view SCDOT Qualified Product Policies (QPPs) and Qualified Products Listings (QPLs) for Construction and Maintenance Materials. Questions related to any numbered QPP or QPL should be directed to the Departmental contact whose information is included at the end of the QPP and QPL.
If a QPL, QPP, or specification does not exist for your product(s), then you may submit a completed Preliminary Information for Product Evaluation Form (SCDOT Form 945) for each product submitted for evaluation. Include available product literature, testing information, and Materials Safety Data Sheet(s) in PDF form with the completed form(s) by email to Merrill Zwanka (zwankame@scdot.org).
Upon receipt of the completed form(s), your product(s) will be referred for consideration to a member of the Department’s New Products Committee. The Committee member will keep you advised of the status of your product(s).
